The EU officially banned 4-MBC, and included A-Arbutin and arbutin in the list of restricted ingredients, which will be implemented in 2025!

Brussels, April 3, 2024 – The European Union Commission has announced the release of Regulation (EU) 2024/996, amending the EU Cosmetics Regulation (EC) 1223/2009. This regulatory update brings significant changes to the cosmetics industry within the European Union. Here are the key highlights:

Ban on 4-Methylbenzylidene Camphor (4-MBC)
Starting from May 1, 2025, cosmetics containing 4-MBC will be prohibited from entering the EU market. Furthermore, from May 1, 2026, the sale of cosmetics containing 4-MBC will be prohibited within the EU market.

Addition of Restricted Ingredients
Several ingredients will be newly restricted, including Alpha-Arbutin(*), Arbutin(*), Genistein(*), Daidzein(*), Kojic Acid(*), Retinol(**), Retinyl Acetate(**), and Retinyl Palmitate(**).
(*) From February 1, 2025, cosmetics containing these substances that do not meet the specified conditions will be prohibited from entering the EU market. Additionally, from November 1, 2025, the sale of cosmetics containing these substances that do not meet the specified conditions will be prohibited within the EU market.
(**) From November 1, 2025, cosmetics containing these substances that do not meet the specified conditions will be prohibited from entering the EU market. Furthermore, from May 1, 2027, the sale of cosmetics containing these substances that do not meet the specified conditions will be prohibited within the EU market.

Revised Requirements for Triclocarban and Triclosan
Cosmetics containing these substances, if they meet the applicable conditions by April 23, 2024, can continue to be marketed within the EU until December 31, 2024. If these cosmetics have already been placed on the market by that date, they can be sold within the EU until October 31, 2025.

Removal of Requirements for 4-Methylbenzylidene Camphor
The requirements for the use of 4-Methylbenzylidene Camphor have been deleted from Appendix VI (List of Permitted Sunscreen Agents for Cosmetics). This amendment will be effective from May 1, 2025.
